Navy to link new military personnel program to NMCI

SAN DIEGO-The Navy plans to move its new electronic personnel system to the Navy-Marine Corps Intranet portal by spring.

The Navy Standard Integrated Personnel System, which is replacing four legacy personnel and pay systems for active duty and reserve members, currently operates on a client-server architecture with field-level servers that connect to Navy and Defense Department servers in remote areas.

For NMCI, the Navy will Web-enable NSIPS applications, letting data that currently resides at the field-level servers be centralized. When fully deployed, NMCI will link roughly 411,000 sailors at 300 shore sites via a common voice, video and data portal.

NSIPS will let sailors update their addresses, phone numbers and emergency contact information online.

"In just a few months, sailors will have quick, secure and user-friendly access to their personnel records," said Cmdr. Susan Eaton, system and software engineering manager for the NSIPS Program Office. She spoke today at the Armed Forces Communications and Electronics Association's West 2003 conference.

The personnel systems upgrade is an interim step as the Navy prepares to integrate its personnel systems into an enterprisewide Defense Department system. The shift to that system, the Defense Integrated Manpower and Human Resource System, is slated to take place by early 2006.

NSIPS uses customized software from PeopleSoft Inc. of Pleasanton, Calif., DIMHRS also uses PeopleSoft products.

Eaton said the DIMHRS Program Office is considering the use of NSIPS as a baseline for the DOD-wide system.

Currently, the Army is the first service set to convert its military payroll and personnel records to the DIMHRS, beginning in the spring of next year.
