National Weather Service CIO Barry West
took over last month as acting president of the Federation of Government Information Processing Councils.
West, FGIPC's executive vice president, is serving out the presidential term of John Ortego, who retired Jan. 31 as director of the Agriculture Department's National Finance Center in New Orleans. He was elected FGIPC president in July 2001.
FGIPC will hold elections at its annual conference in May, said Vivian Ronen
, acting executive director of FGIPC and the Industry Advisory Council. Ronen replaced Alan Balutis

, who founded GCN in 1982 after working for many years in the federal government, will receive an honorary doctorate from his alma mater, the Technion, Israel's Institute of Technology.

, former director of information system security at the National Security Agency, has joined Scientific and Engineering Solutions Inc. of Annapolis Junction, Md., as a senior vice president and chief of its information assurance business.

, who had led the government's efforts to prepare computer systems for the year 2000 before taking the job of city administrator for the District of Columbia, has announced plans to leave government work in the fall.
Koskinen, chairman of the President's Council of Year 2000 Conversion from February 1998 to March 2000, has said he plans to leave his city job in September, possibly for the private sector. He took that job in November 2000.
