Navy adds two new deputy CIOs

Navy CIO David Wennergren has two new deputies.
The Navy Department has approved the appointment of two deputy CIOs to assist CIO David M. Wennergren in improving the efficiency and management of IT assets.
Rear Adm. Thomas Zelibor, director of space, information warfare and the command and control division, is now deputy CIO of the Navy. Brig. Gen. John R. Thomas, director for command, control, communications and computers, is the department's deputy CIO for the Marine Corps.
Acting Navy secretary Hansford T. Johnson OK'd the appointments this month.
The restructuring of naval IT management represents the first components of the Navy transformation initiative, Johnson said, which will 'usher in new ways of deterring conflict, new capabilities for waging war and new technologies leading to a major increase in operational effectiveness.'
Also, an information officer will be assigned to each of the Navy's major commands to carry out the Navy's IT management strategy. That vision will be formalized in an enterprise implementation plan that will develop the IT strategy with a budget to fund programs. Wennergren has been assigned to develop and implement the plan.
The Navy will also establish 'Centers of Excellence' in the department to act as management partners on specific Navy-Marine Corps tasks, Johnson said.
'Information management and information technology are vital to the department's mission readiness. They are also key enablers to achieving the requisite goals of network-centric warfare and fulfillment of the President's Management Agenda,' he said.
