Rep. Tom Davis (R-Va.), newly named chairman of the House Government Reform Committee, was feted at a Washington steakhouse dinner recently by friends in government and industry. Davis, left, makes a point to Sudhakar Shenoy, chairman of Information Management Consultants Inc. of McLean, Va.
