In its previous iteration, the site contained confusing links and it was often hard for users to find what they were looking for, Willcox said.

Harold Heilsnis, the department's interim director for Internet operations in the Public Affairs Office, said the changes to the home page are just the start. Eventually, the overall site will be enhanced, he said.
