Navy Capt. Peggy A. Feldmann has taken charge as director of the Space and Naval Warfare Systems Command's IT Center in New Orleans.

The move marks the first time a military commanding officer has led the organization, which has 900 employees. Feldmann replaces H. Dale Galloway, who retired earlier this month.

Feldmann previously worked as program manager for the Navy Standard Integrated Personnel System, a multimillion-dollar program at the SPAWAR center.

Margo Burnette, a former Maryland network administrator, is the new deputy director in the Food and Drug Administration's Office of IT.

Burnette has experience leading and managing multiple projects and large, complex programs, said Linda Burek, IT director for FDA.

Burnette, who most recently managed Maryland's state government network, also has worked in the private sector and spent 12 years with the federal government. At the Agriculture Department, she managed systems for 100 offices throughout North Carolina.

Brig. General Conrad W. Ponder Jr. has been assigned as chief integration officer in the Army's CIO office. The service's chief of staff, Gen. Peter J. Schoomaker, made the assignment this month. Ponder most recently was deputy commander of the 311th Theater Signal Command at Fort Meade, Md.

Rear Adm. John G. Cotton has been promoted to vice admiral and assigned to be chief of the Naval Reserve at the Pentagon. Until his promotion, Cotton was assistant deputy chief of naval operations, warfare requirements and programs at the Pentagon.

Eli Walker, former associate deputy administrator for Agriculture, has taken a job as director of business solutions for Orkand Corp. of Falls Church, Va.
