30th Space Wing awards Western Range IT contract to small business

The Air Force Space Command's 30th Space Wing at Vandenberg Air Force Base, Calif., has awarded a $429 million Western Range Operations Communications and Information contract to InDyne Inc. of McLean, Va.

It is one of the largest federal IT contracts ever for a small business.

InDyne, which specializes in information systems, science and engineering, and technical and administrative services, worked with Northrop Grumman's IT division on the contract.

Under the eight-year, cost-plus-incentive-fee/award-fee contract, InDyne will support systems for communications, weather, early warning, surveillance, navigation, space control, satellite operations and space testing activities, the company said in a release.

Before InDyne received the new contract, ITT Industries Corp. of White Plains, N.Y., had held the contract for several decades.

Complex acquisition

'The WROCI contract is one of the most complex acquisitions Vandenberg has ever awarded,' said Evelyn Swain, contracting officer for the 30th Contracting Squadron. 'Competition was keen, but InDyne's proposal proved exceptional and provided the best overall value.'

The work entails consolidating the existing contracting efforts into one comprehensive operations and maintenance contract for the 30th Space Wing, officials said.

The separate contracts include the Range Operations and Maintenance Support Services contract; the Command, Control, Communications and Computer contract; the Launch Communications contract; the Vandenberg Electronic Security Systems contract; and the Technical Support Computer Services contract.

The single, consolidated contract will provide for access to the Nonclassified IP Router Network, Secret IP Router Network, LANs and WANs. It runs through September 2011.

Swain estimated that with awards and incentives the team could earn up to $55 million per year.
