She will take over from acting CIO Gordon Errington

, who last week began her new job as associate administrator for IT and e-government at the Office of Management and Budget. Parkes has been FEMA's systems chief since September of last year.
Army deputy CIO David Borland
, who's worked in Army IT and electronics for more than 31 years, will retire at the end of November to start an IT consultancy.
Borland has been instrumental in such projects as developing the Army's IT infrastructure, increasing its bandwidth and developing Army Knowledge Online as an enterprise portal for knowledge management.
Borland was vice director of information systems for command, control, communications and computers from 1994 until 1996, when he was appointed deputy CIO. He's received many honors, including GCN's 2000 DOD Executive of the Year award.Melissa Chapman
will step down as the CIO of the Health and Human Services Department to take a job with Booz Allen Hamilton Inc. of McLean, Va.
Chapman, who has been deputy assistant secretary for IRM and CIO since June of last year, has led development of an HHS enterprise architecture and a federal health architecture.Kathleen Heuer

Navy Rear Adm. Richard A. Mayo
has taken over as the new chief operating officer of the Defense Department's TRICARE Management Activity, which oversees DOD's managed health care program. Mayo, who is a doctor, has served in the Navy for 28 years in a variety of health-related positions, most recently as Pacific Command surgeon.John D. Woodward Jr.
, a Rand Corp. policy analyst, is the new director of DOD's Biometrics Management Office. He is a former CIA operations officer who at Rand was a senior analyst on national security, intelligence and technology for Defense, law enforcement and intelligence agencies.
