Charles Popelka has spent seven years marketing the General Services Administration's IT Schedule far and wide to grow its yearly sales from $1.6 billion in 1995 to $13 billion last year. He gave hundreds of agency and vendor presentations, wearing different baseball caps as an icebreaker. Popelka's motto: 'It's all because of the hats.'
