Despite historic gains in defense and biomedical research, other federal R&D has stagnated for a decade, said panelists at this month's Defense Research and Engineering Exposition in Washington.
The fiscal 2004 budget proposed an all-time high of $126 billion for federal R&D, up from $117.3 billion, said Kei Koizumi, R&D director at the American Association for the Advancement of Science.
More than 95 percent of the increase would go to the Defense and Homeland Security departments and the National Institutes of Health. 'Collectively, all the other agencies' R&D funding will remain flat,' Koizumi said.
