State taps Northrop Grumman for $237 million messaging pact

The State Department has awarded an order to Northrop Grumman Corp. to build and maintain the State Messaging and Archive Retrieval Toolset, a job that could stretch over 10 years and cost $237 million.

Northrop Grumman said it would field a SMART pilot for 3,000 users domestically and overseas beginning in June 2004. The department will begin deploying SMART worldwide in January 2005, the company said. SMART will eventually support 46,500 users at 260 locations.

The Smart contracting team includes Advanced Research Technologies Inc. of Alexandria, Va.; Allied Technology Group of Virginia Beach, Va.; BEA Systems of San Jose, Calif.; Computer Information Specialists and Integrated Technologies of Silver Spring, Md.; Crius of Rockville, Md.; Data Systems Analysts of Fairfax, Va.; DigitalNet of Herndon, Va.; Bantu of Washington; Hewlett-Packard Co.; and Worldwide Information Network Systems Inc., Laurel Md.

The department's plans for SMART call for the creation of a messaging, archiving and information sharing system that will operate at several levels of classification. SMART will eventually replace parts of the department's existing telecommunications and messaging systems that rely on e-mail and a telegram format of electronic communication.

SMART also will include document management features, as well as search and retrieval functions. The contractor team will provide operations and maintenance support for the new system, Northrop Grumman said.
