Marines move many HR functions online to TFAS

The Marine Corps last month put many of its human resources functions online with the automated Total Force Administration System, which will track and update personnel records.
TFAS, which won a GCN 2003 Excellence in IT award, gives commanders greater access to records and human resources functions'such as filing promotion recommendations, conducting transfers and tracking leave requests, officials said. Users access TFAS through Marine Online, the Corps Web portal.
Marine and Defense Department IT workers developed the system to rid the Corps of the need to keep many paper personnel records and the redundancies of typing data into numerous human resources systems, officials said.
Marines tested TFAS at Camp Lejeune, N.C. The tests include proficiency and conduct marks, promotion recommendations, leave and automated reports, according to a Marine release.
Officials said the system is expected to make up for 1,078 administrative positions the Corps eliminated or restructured in 1999, saving more than $58 million annually, officials said. TFAS was developed and implemented by a team of acquisition officers from the Marine Corps Systems Command, division managers from Marine Manpower and Reserve Affairs at Quantico, Va., and software engineers from the Defense Finance and Accounting Service's Technology Services Organization in Kansas City, Mo.
'We're changing the way we do business,' said Chief Warrant Officer Eugene C. Baune, the West Coast coordinator for TFAS and Marine Online. 'TFAS will be updated and improved in stages through 2011.'
