SBA's CIO takes on broader management role

Compared to most agency IT chiefs, Small Business Administration CIO Stephen Galvan has one less layer of bureaucracy to go through when making decisions.

Galvan recently took on the additional role of the agency's chief operating officer, which gives him added access to administrator Hector Barreto and other top bosses at SBA.

'I am able to address issues more easily so there is less of a bottleneck,' said Galvan, who became CIO last June after spending 18 months at the Office of Management and Budget. 'If there is a CIO issue, it is much easier to bring it up and work toward a resolution because I have briefings with the administrator and other officials. It makes my CIO job easier.'

Galvan is one of the few CIOs with additional management responsibilities and is the only one who's also a COO. He replaced Lloyd Blanchard, who took a job at NASA last May.

Galvan's new duties take him away from the daily operational IT issues of SBA and give him more influence over overall management functions. Deputy CIO Jerry Williams has assumed the bulk of the day-to-day IT issues, Galvan said.

'My focus has to be more strategic,' he said. 'I focus on trying to implement the agency mission and the administrator's goals. I have responsibility for the President's Management Agenda and the Government Performance and Results Act and the agencywide scorecard.' He said the COO role has given him a better understanding of the day-to-day issues of the agency in its program areas.
