The Navy has named Rear Adm. James B. Godwin III as the new director of the Navy-Marine Corps Intranet program office.

Godwin, program executive officer for the Navy's Tactical Aircraft Programs, officially will replace Rear Adm. Charles L. Munns as director in September.

Munns, who will get a promotion to three-star vice admiral, will take over the helm of the Submarine Allied Command and will also serve as commander of the Atlantic Fleet Submarine Force in Norfolk, Va.

Godwin was raised in Texas and attended Tulane University, where he was a member of the Naval ROTC unit, on a football scholarship. Four years ago, Godwin was appointed PEO for Tactical Aircraft Programs.

The former chief of information sharing services with the Defense Information Systems Agency has accepted a job with Xacta Corp. as deputy director for programs.

At Xacta, Ronald J. Dorman will be responsible for coordinating the company's enterprise messaging security solutions for the intelligence and defense communities.

Dorman started working at DISA in 1999 and has held multiple titles, including principal director of interoperability, deputy director of the Defense Department's public-key infrastructure program, chief of information assurance capabilities and deputy director for C4 programs.

The Food and Drug Administration has named Maureen Moore information systems security officer at the agency's Center for Drug Evaluation and Research, which evaluates new drugs and regulates the manufacture and advertising of prescription and over-the-counter drug products.

Moore's position is effective Aug. 22. Most recently, she worked as a contractor team leader with Decisions Systems Technologies Inc. of Reston, Va., managing the FDA contractor security team.

She has supported FDA's information security program by writing policy and procedures and incident response plans and assisting in gathering forensic evidence in security policy abuse investigations. Moore, who served 11 years in the Air Force, received her certification in 2001 as a Certified Information System Security Professional through the International Information Systems Security Consortium Inc.
