Former DOD acquisition officials join consulting firm

A pair of retired Army colonels with expertise in acquisition have joined the Leads Corp. of Arlington, Va.

Earle D. Munns Jr., who worked for 30 years at DOD as a senior procurement executive, is the new executive director, and Ronald L. Endicott, who was a senior procurement official at DOD and the Transportation Department, is the new strategic director of acquisition management. Leads is an acquisition consulting company.

Both Munns and Endicott left their Defense jobs within the last two years.

Munns has a bachelor's degree in business administration from the University of Wisconsin, a legal master's from the University of Virginia and a doctorate from the University of Nebraska.

Endicott, who helped draft the Clinger-Cohen Act while a fellow with the Senate, earned a bachelor's degree in pre-law from the University of Nebraska and a master's in business administration from George Washington University.
