Lisa Schlosser took over as CIO for the Housing and Urban Development Department to- day. She was previously associate CIO for IT investment management at the Transportation Department. She replaces Vickers Meadows, who left the post in December.

She joined DOT in 2001 and was also in charge of the department's IT security. Darren Ash, deputy associate CIO for IT investment management, is acting in Schlosser's DOT job until the department names a permanent replacement.

The Defense Department lost its chief champion for change last week when retired Vice Adm. Arthur K. Cebrowski stepped down as director of force transformation.

Cebrowski, who was the first chief of the office that Defense created in late 2001, said he will spend his retirement traveling, writing a book and working with the Defense Science Board. 'I'm just going to take a deep breath,' he said, adding, 'I'm not retiring, I'm restructuring.'

Terry Pudas, deputy director of force transformation, is the interim director of the Office of Force Transformation.

The General Services Administration has named Barbara Shelton interim replacement for retiring Federal Technology Service commissioner Sandra N. BatesCol. Jerry Glasow is the new director of the Defense Modeling and Simulation Office.

Glasow replaces Air Force Col. Michael L. Finnern, who retired last month after heading the office since March 2003.

Glasow had been DMSO's deputy director for requirements of since July. He worked previously as a munitions requirements analyst and nuclear, biological and chemical warfare analysis reviewer at the Center for Army Analysis.

Joseph Guzman, an economist who most recently worked for the Center for Naval Analyses Corp., has joined the Defense Department's Biometric Management Office to lead biometric policy implementation, strategic planning and stakeholder coordination.
