Congress keeping its eye on Army's Future Combat Systems program

The House Armed Services Committee wants the comptroller general to conduct an annual review of the Future Combat Systems program and submit to Congress a report on the results no later than March 15 of each year.

Each report on the FCS program shall include:
  • The extent to which systems development and demonstration are meeting established goals for performance, technology readiness, cost and schedule

  • The budget for the current fiscal year, and projected budget for the next fiscal year, for all DOD programs directly supporting FCS; it should include an evaluation of each program's contribution to FCS

  • The plan for systems development and demonstration for the fiscal year that begins in the year in which the report is submitted

  • The comptroller general's conclusion regarding whether systems development and demonstration are likely to be completed within the specified cost.
