President Bush has nominated John G. Grimes, a Raytheon Co. executive and retired Defense leader, to be the Defense Department's next CIO.

If he is confirmed by the Senate, Grimes, vice president of Raytheon Intelligence and Information Systems in Washington, will replace Linton Wells, who has served as acting CIO and assistant secretary for networks and information integration since former CIO John Stenbit left in March 2004.

Grimes also would be dual-hatted as the assistant secretary of Defense for networks and information integration.

He previously served as deputy assistant secretary for counterintelligence and security countermeasures at Defense, and held the title of deputy assistant secretary for Defense-wide command, control and communications. He also worked for the National Security Council as senior director of the White House Situation Support Staff.

From 1961 to 1981, Grimes held senior technical and staff positions with the Army. He began his military service with the Air Force in 1956.

Lt. Col. John Kilgallon, who has been in the Army's acquisition corps since 1995, is the new product manager of the Army Human Resource System. Kilgallon was named during a change of charter ceremony recently at Fort Belvoir, Va.

He replaces Lt. Col. Joseph Klumpp, who led the AHRS initiative for the last three years, and is retiring after 21 years of active service.

Under Klumpp's leadership, AHRS won a GCN agency award in October 2004 for its Electronic Military Personnel Office (eMILPO) system. Klumpp's office replaced the legacy Standard Installation/Division Personnel System-3 that the Army had used for more than 30 years for personnel and pay functions.

AHRS is responsible for developing, testing and deploying personnel systems that support soldiers in the field. The division developed eMILPO to put the service on a better footing when it transitions military personnel data to the Defense Integrated Military Human Re- sources System by 2006.
