Gen. John Jumper

Air Force Gen. John Jumper, the service's chief of staff since September 2001, is retiring after 39 years.

There will be a ceremony Sept. 2 at Andrews Air Force Base in Camp Springs, Md., for his retirement and to swear in his replacement, Gen. T. Michael Moseley, currently vice chief of staff.

Jumper has commanded a fighter squadron, two fighter wings, and U.S. Air Forces in Europe and Allied Air Forces Central Europe. Prior to becoming chief of staff, he served as commander of Air Combat Command at Langley Air Force Base, Va.

Moseley was named vice chief of staff in August 2003. In his most recent assignment, he was commander, 9th Air Force and U.S. Central Command Air Forces, at Shaw Air Force Base in South Carolina.

Roberta I. Shaffer has been named executive director of the Federal Library and Information Center Committee and the Federal Library and Information Network at the Library of Congress.

Shaffer holds degrees from Vassar College, Emory University and Tulane University. She comes to the library from the University of Maryland at College Park.
Ohio Republican Gov. Bob Taft has appointed Mary Carroll, a long-time state technology employee, state CIO.

Carroll has been acting state CIO since Feb. 14. She previously served as deputy state CIO for the Investment and Governance Division of the Ohio Office of Information Technology since January 2004.

Brian Miller has been appointed inspector general for the General Services Administration. He was nominated by President Bush last fall; the Senate confirmed his nomination July 22.

Miller has more than a dozen years experience as an assistant U.S. attorney for the Eastern District of Virginia. Before that, he served as a senior attorney adviser in the Office of Policy Development at the Justice Department and as deputy general counsel for the U.S. Civil Rights Commission.

Miller replaces former IG Daniel Levinson, who left GSA June 11 to become inspector general at the Health and Human Services Department.
