Labor deployed SHIMS across the agency in 2001, letting agency officials submit federal workers' compensation claims electronically. In the old paper-based system, it could take nearly two weeks to receive an official response from the compensation office. In 2004, the department reduced compensation costs by $3 million and is on course to drive those savings further this year. Labor also hosts the SHIMS application for the Transportation Security Administration and is about to sign up the Education and Health and Human Services departments, the Federal Air Marshal Service and the Federal Emergency Management Agency.

Unified Department of Labor Technology Infrastructure

Perhaps the linchpin of Labor's efforts to meet the goals of the President's Management Agenda, UDTI is an initiative to improve the agency's IT infrastructure through consolidation. Currently, the effort is addressing the consolidation of Labor's WAN and its services management, including the Network and Security Operations Centers. A pilot for three DOL agencies is scheduled for the first half of 2006. Tom Wiesner, Labor's deputy CIO, said the program will help the agency 'spend our IT dollars in a more efficient way.'

The portal, which went live in April 2002, gives citizens quick, easy and confidential access to government benefit eligibility information at a single source. Users fill out online questionnaires and the Web site matches benefits programs with their needs and provides guidance on how users can apply. The site thus far has resulted in 4 million citizen referrals to benefit programs, Labor said. The system saves taxpayer money by reducing response times to inquiries and ineligible applications because users will find out upfront whether they qualify for certain programs. Labor expanded the site by including information from state governments.
