G. Martin Wagner

The General Services Administration has tapped G. Martin Wagner to be acting commissioner of its new Federal Acquisition Service when Barbara Shelton steps down.

Wagner will take over Shelton's role Dec. 21, GSA said. Shelton is expected to return to her job as administrator of GSA's Mid-Atlantic region, a position she held before coming to Washington in February as acting commissioner for the Federal Technology Service. She took over at FAS in June when GSA merged FTS with the Federal Supply Service.

Wagner takes over at FAS after a 10-year stint as GSA's associate administrator for governmentwide policy. Before that, he was a deputy commissioner in GSA's Information Resources Management Service.

John Sindelar, deputy associate administrator for the Office of Governmentwide Policy, will assume Wagner's current position on an acting basis.

R. Paul Ryan has been named administrator of the Defense Technical Information Center. Ryan had been acting administrator since November 2004 and, before that, served as deputy administrator overseeing daily operations, budget and personnel for the center. He has been instrumental in helping DTIC migrate from a paper-based workflow to an electronic one.

Robert Henke took the reins last month as the Veterans Affairs Department's chief financial officer and assistant secretary for management.

Henke came to VA from the Defense Department, where he served as the principal deputy undersecretary and comptroller. Previously, he was a professional staff member with the Senate Appropriations Subcommittee on Defense. He replaced William Campbell, who left VA last year.

Army Maj. Gen. Michael D. Maples is the new director of the Defense Intelligence Agency. He replaces Navy Vice Adm. Lowell E. Jacoby, who had held the position since Oct. 17, 2002.
