EPA portal to deal with unsolicited technology contracts

The Environmental Protection Agency has streamlined its process for unsolicited technology contracts related to Gulf Coast hurricane recovery by establishing a central point of contact and a new Web site for these services.
In a memorandum, EPA acting assistant administrator Thomas Dunne said his agency took these steps because during times of emergencies it receives volumes of unsolicited offers from vendors seeking to provide products and services to assist in recovery efforts.
These offerors are 'often unaware of EPA's specific mission' and range from nonenvironmental products to highly technical and specific innovative environmental tools, Dunne said.
'Numerous vendor inquiries to [EPA's Emergency Operations Center] and the [Regional Response Centers] can create a burden on the agency's response activities,' Dunne wrote.
To reduce the burden, EPA's Environmental Technology Council (ETC) and Office of Acquisition Management (OAM) established new procedures that will streamline the information that comes in and give vendors a single point of contact.
Under the plan, all vendors looking to provide technology services will be referred to Ron Bell at OAM, who will enter the vendor information into an online database
and electronic mailing list that will be available to front-line federal, state and tribal response contracts.
The ETC also set up a network for front-line responders should they need help evaluating any technology products and services they may need for a specific situation.
