IRS technology chief Grams resigns

IRS CIO Todd Grams has resigned from the IRS effective next month to become the chief financial officer at the National Institute of Standards and Technology. He has served as IRS CIO since 2003. Prior to that he was the chief financial officer for the tax agency.

Grams was instrumental in putting the IRS' business systems modernization efforts back on track after years of budget overruns and schedule delays. The IRS has released the initial version of its new taxpayer relational database, the Customer Account Data Engine, to begin to process tax returns, as well as the Integrated Financial System.

IRS Commissioner Mark Everson praised Grams for his contributions since he became CIO three years ago.

'He brought credibility to the IRS modernization effort, and he helped oversee successful implementation of several key programs. He also helped recast the IT organization, achieving greater efficiencies and hiring more technical professionals,' he said in a statement.

Grams said the NIST CFO position was a perfect match at this point in his life, both professionally and personally.

'I will have the opportunity to lead NIST's business systems, budget, finance, procurement, and grants,' Grams said.

Grams joined the IRS as CFO in 2001 after lengthy periods at the Veterans Affairs Department and the Office of Management and Budget. Under his leadership, the IRS obtained its first-ever clean financial opinion from the Government Accountability Office.
