HHS awards contract for HSPD-12

The Health and Human Services Department awarded Lockheed Martin Corp. a proof-of-concept contract to implement its identity framework application at four of the agency's sites. The contract is a first step in the agency's compliance with Homeland Security Presidential Directive-12, which requires all federal workers and contractors to use a standard biometric identification card for access to government buildings and resources.

The Office of Management and Budget requires that agencies begin issuing Personal Identity Verification cards by Oct. 27.

Lockheed Martin will integrate its BioUnique Identity Management system with five BioUnique Enrollment stations distributed at four HHS agencies at the Centers for Disease Control and Prevention in Atlanta, the Centers for Medicare and Medicaid Services in Baltimore, at HHS headquarters in Washington and at the National Institutes of Health in Bethesda, Md.

Under the proof-of-concept contract, as many as 1,000 HHS employees may enroll and be credentialed.

Lockheed Martin's BioUnique Identity Framework consists of an enrollment system and an identity management system. The enrollment system, which is configurable in multiple formats, can scan and validate I-9 documents for employment verification, capture FBI-compliant fingerprints and automatically screen for print quality, keeping data encrypted and secure.

Lockheed Martin uses technology for its identity management system that it developed for the FBI's Integrated Automated Fingerprint Identification System and creates an unalterable audit trail for every credential.

The system also integrates a card management system, public-key infrastructure and a card production system.
