, the Government Printing Office's superintendent of documents, who helped lead the agency into the digital age, will leave GPO early next year.
Russell, who has served 10 years at GPO, has played a crucial role in creating the Federal Depository Library Program and GPO Access, an online compendium of government and congressional documents and information.

is the General Services Administration's new deputy chief of staff within the agency's Office of the Administrator. She started Sept. 17.
Before accepting the GSA post, Douglass spent the previous five years working for the White House Management Office, where she most recently held the title of director, overseeing operations and logistical support services for staff members. Douglass also managed the White House budget and additional funds within the Executive Office of the President.
Prior to the White House Management Office, Douglass was director of corporate services for Greater Philadelphia First, a civic and business leadership organization of chief executives.
The Bush administration will nominate Jovita Carranza
as the new deputy administrator of the Small Business Administration.
Carranza will join SBA after working several years at United Parcel Service, where she most recently was vice president of air operations and, before that, president of the delivery company's Latin American and Caribbean operations.
