HHS to use integrated financial-management system

The Health and Human Services Department has rolled out its Unified Financial Management System at headquarters and at seven of its 10 agencies. UFMS aims to provide managers with reliable and timely financial information to support HHS business operations at all levels.
UFMS, which replaces five HHS accounting systems, has been operational
at the Centers for Disease Control and Prevention and in the Food and Drug Administration since April 2005. Seven other agencies went live in mid-October, said Kerry Weems, HHS deputy chief of staff and UFMS executive sponsor.
They include the Office of the Secretary, Health Resources and Services Administration, Substance Abuse and Mental Health Services Administration, Agency for Healthcare Research and Quality, Administration for Children and Families, Administration on Aging and Program Support Center.
'This effort is one of the largest financial system implementations in the federal sector,' Weems said.
UFMS is built on Oracle Federal Financials. BearingPoint Inc. is the systems integrator.
For example, UFMS will let HHS maintain common information on its vendors and their contract performance. Previously, this information was not in one central place, requiring each HHS agency to maintain its own database of vendors with which they did business. UFMS helps eliminate these redundancies and allows HHS to more effectively manage contracts and analyze vendor performance.
The Centers for Medicare and Medicaid Services and its Medicare contractors have implemented a separate component of UFMS, the Healthcare Integrated General Ledger Accounting System, or HIGLAS, to handle all Medicare-related financial management activities.
