Alliant contract gives agencies flexibility

The General Services Administration's Alliant contract breaks new ground for governmentwide acquisition contracts, because it will let agencies describe specific outcomes they want their systems to meet and the vendors will bid to meet those objectives, said Jim Ghiloni, GSA's GWAC program manager.

'We went one level above specifics, and it was more general in what an IT solution might look like,' he said during a press conference last week in Washington announcing the contract winners. 'Agencies will be able to plan their solution within their own EA and map it cleanly to an Alliant task order.'

Alliant, awarded to 29 vendors, will offer agency customers specific technologies surrounding the five reference models of the federal enterprise architecture ' business, technical, service components, data and performance ' and the Defense Department enterprise architecture.

GSA had been working on Alliant for several years. The agency developed the contract vehicle to allow agencies to make integrated information technology purchases.

Unlike some contracts, Alliant has off-ramp and on-ramp provisions so that companies can be removed from it or added to it during the 10-year course.
The agency has yet to award Alliant Small Business, a companion contract to Alliant. That could come as late as the end of the year, said John Johnson, assistant commissioner of integrated technology services at GSA.
