Terrorists may be able to launch cyberattacks in near future

The biggest threat to U.S. computer networks is from terrorist organizations that will purchase software code from cyber criminals to penetrate sensitive systems, according to a report from

Although most terrorist organizations lack the programming skills to launch significant cyber attacks, they could acquire the necessary expertise by purchasing black market software programs from cyber criminals that would enable them to mount debilitating cyber attacks against U.S. infrastructure, the report noted.

Although most nation states — notably China and Russia — have the capability to launch widespread cyber attacks against the United States, political and financial repercussions are strong deterrents against such activity, the report added. However, the potential exists for hostile countries to use a terrorist organization as a proxy, providing the technology but denying involvement in any cyber attack, the report added.
