Federal telework to-do list

The Telework Enhancement Act is calling agencies to set up telework policies and programs by June 9

The Telework Enhancement Act, signed by President Barack Obama in December 2010, called on agencies to set up the following telework policies and programs by June 9.
  • Establish a policy authorizing eligible employees to telework.
  • Determine the eligibility of all employees of the agency to participate in telework and notify employees of their eligibility status.
  • Require a written telework agreement between employees and managers to ensure that telework does not diminish employee or agency performance.
  • Provide an interactive telework training program, to be completed prior to the signing of the telework agreement, to employees eligible to participate in telework and their managers.
  • Require that each executive agency shall incorporate telework into its continuity-of-operations plan.

Whether we call it telework or not, it's been going on -- running VPN on a laptop, home desktop, or even iPhone to get at work info and tools; being able to log into our work desktop while away to retrieve files not otherwise available on a network -- these are all mechanisms that road warriors have learned to use to keep on top of work even while traveling, as well as when home or on vacations. The technology has advanced to make this easy to do -- just not our policies. Meanwhile, we're struggling at how to cope with congestion on our highways, rising energy costs, etc. Duh-uh, telework helps us improve in all these areas. Time to shift this into high gear..

Federal managers aburse of authority. Anytime you are call on vacation, evenings and weekends to do work.By you being a federal government work,I believe you are supose to get paid for that, comptime, etc. Check with your agency because it has been done where I work. TEA

Don't discount a federal managers abuse of authority in exploiting a seemingly productive tool; calls on weekends, during vacations and all hours of the night. No recourse from federal employees, just take the abuse. Senior Management and Personnel department turn a blind eye to it. Been there, seen it.

It is so much easier to get contractors to telework. Just tell them to use their own computers, their own internet connection, their vacation time, their evenings, their weekends to do more work. And it is all for free because they are only allowed to get paid for 40 of the hours a week that they are in the Federal Building supporting Federal workers.
