Excellence.gov Award winners excel at knowledge management

NIH's Neuroimaging Informatics Tools and Resources Clearinghouse was one of five government IT systems to earn honors from the American Council for Technology and Industry Advisory Council.
The National Institutes of Health’s Neuroimaging Informatics Tools and Resources Clearinghouse (NITRC) has won the Excellence.gov Best Overall Award from the American Council for Technology and Industry Advisory Council (ACT/IAC). The award recognizes the federal government’s best technology projects.
Funded by NIH’s Blueprint for Neuroscience Research, NITRC is a Web-based clearinghouse for neuroimaging tools, vocabularies and databases that facilitates finding and comparing structural and functional neuroimaging tools and resources.
Currently there are more than 97 tools posted on the clearinghouse site, which includes proprietary and open-source software and hardware. NITRC users are able to provide comments and reviews of the informatics tools and resources, request new capabilities and log software bugs. In addition, the site provides a venue for community-based projects and collaboration among research laboratories and universities.
Other winners
The Energy Department’s Energy Sciences Network Fourth Generation (ESnet4), a research and education high-speed network, won the Excellence.gov award for Excellence in Leveraging Technology.
ESnet4 provides direct connections to more than 40 major DOE research sites, as well as interconnections to more than 100 global research and education networks, allowing scientists to make effective use of DOE research facilities and computing resources independent of time and geographic location.
ESnet4 users can access, share and analyze data generated by large-scale scientific research projects, such as the Large Hadron Collider in Switzerland and the Earth System Grid II (ESG) for research in global climate change.
ESnet4 is funded by the DOE Office of Science, and managed and operated by ESnet4 staff at Lawrence Berkeley National Laboratory.
Additional award winners include:
- The Enterprise Human Resources Integration tool (EHRI), a human resources reporting system from the Office of Personnel Management’s Office of Modernization Human Resources Line of Business, won the Excellence in Business Processes award. EHRI includes a central data repository of employee records, an electronic Official Employee Record, and a set of analytical tools for human capital forecasting and trend analysis.
- The Global Legal Information Network (GLIN) from the Law Library of Congress won the Excellence in Transparency Award. GLIN is a public database of official texts of laws, regulations, judicial decisions and other complementary legal sources contributed by governmental agencies and international organizations.
- GovPay, an electronic invoicing system from the Interior Department’s National Business Center-Acquisition Services Directorate, won the Excellence in Acquisition Award.
Entries for the awards contest were judged by both government and industry executives. Award presentations take place today at the IAC membership meeting in McLean, Va.
The American Council for Technology is a nonprofit educational organization that assists government in acquiring and using IT resources. In 1989 ACT established the Industry Advisory Council as a forum for industry and government executives to exchange information, support professional development, improve communications, and build partnerships to serve the nation.
