The Chief Information Officers Council has completed a reorganization of its committees, creating an Electronic Government Committee that will absorb the Government Information Technology Services Board.
The CIO Council recently selected three agency CIOs to lead the new committee, which replaces the Year 2000 Committee as one of six standing panels.
The appointments were part of an overall reorganization of council committees.
Social Security Administration CIO John Dyer and Transportation Department CIO George Molaski will head the E-Government Committee.
The merger of the CIO Council and the GITS Board represents a maturation of both the organizations, said Greg Woods, chief operating officer of the Education Department's Office of Student Financial Assistance Programs. He had been the GITS Board's chairman.
The new committee will take on the initiatives of the GITS Board. One major program that will move under the council's aegis is the Federal Public-Key Infrastructure Steering Committee. The committee is working on a pilot that will let agencies share digital certificates and expand online transactions.
The council also set out some goals for the E-Government Committee:
'Support the WebGov project to encourage the use of a common look and feel across federal and state Web sites
'Publish annual data on the number of hits to the top 1,000 federal, state and local government Web sites
'Expand the number of items people can buy online from the government
'Consolidate one-stop shopping portals for important functions
'Work with federal, state and local public-safety organizations to develop interoperable communications during the 2002 Winter Olympics in Salt Lake City.
Besides creating the new committee to take over the work of the GITS Board, the CIO Council made some leadership changes to other committees:
'The Capital Planning and IT Management Committee will be led by Agriculture Department CIO Joseph Leo and Interior Department CIO Daryl W. White.
'The Enterprise Interoperability and Emerging IT Committee will be led by NASA CIO Lee Holcomb, General Services Administration CIO Bill Piatt and Defense Department acting deputy CIO Paul Brubaker.
'The Outreach Committee is being led by Veterans Affairs Department acting CIO Harold Gracey and Army deputy CIO David Borland.
The leaderships of two committees remain unchanged:
'The IT Work Force Committee will continue to be led by Housing and Urban Development Department CIO Gloria Parker and Agriculture deputy CIO Ira L. Hobbs.
'The Security, Privacy and Critical Infrastructure Committee will continue to be led by Commerce CIO Roger W. Baker, State Department CIO Fernando Burbano and Energy Department CIO John Gilligan.
