William B. Black Jr., a former National Security Agency employee who retired in 1997 after a 28-year career to work at Science Applications International Corp. of San Diego, was recently nominated by Air Force Lt. Gen. Michael V. Hayden to become the agency's deputy director.Hayden, who called Black 'a cross between an iconoclast and an innovator,' was waiting for Defense Secretary William S. Cohen and President Clinton to approve the nomination.NSA credited Black with focusing on 'new ways of supporting military operations' and working to 'develop innovative processes for intelligence collection.'
