The Office of Management and Budget is beginning to figure out how to integrate the federal enterprise architecture with the Defense Department and intelligence agencies systems.

Norman Lorentz, OMB's chief technology officer, said yesterday that OMB and DOD set up a working group and agreed in principle that the two system blueprints need to be incorporated. Lorentz spoke at an Enterprise Architecture Conference sponsored by the Potomac Forum LTD and Federal Sources Inc. in Washington.

Lorentz would not go into detail about the work, but said he expects a clearer picture to emerge before the end of the year.

OMB also is trying to push the federal architecture to the states through the federal agencies. Mark Forman, OMB associate director for IT and e-government, said at the conference that the states need to embrace the federal blueprint through the agency grant programs.

'We need to inform the grant-givers that these are the things we have agreed upon with the states and they must include them in the grant requirements,' Forman said. 'It is a matter of bringing people into the loop.'

OMB also is trying to move architecture beyond IT. Debra Stouffer, chief technology officer for the Environmental Protection Agency, said her agency is piloting the use of enterprise architecture for the human capital issues surrounding emergency response services. She said the architecture will help track the availability and skill level of emergency responders.
