People on the Move
David Freeland last month took over as CIO of the Patent
and Trademark Office. He replaces Douglas Bourgeois, who left in September to
become director of the
National
Business
Center
at the Interior Department.
Freeland will be responsible for continuing PTO's
modernization efforts, particularly its electronic processing of patents and
trademarks.
Freeland most recently was deputy commissioner for
management information systems at the Texas Human Services Department.
President Bush has named Raymond F. DuBois, former deputy
Defense undersecretary for installations and environment, as acting
undersecretary of the Army.
DuBois, who left his Pentagon post in the fall, also
previously worked as director of administration and management. In November,
Philip W. Grone took over as deputy Defense undersecretary for installations and
environment.
Connie A. Gladding, chief architect for DOD's Military
Health System, was selected last month as a senior member of the Healthcare
Information and Management Systems Society. Gladding is in charge of the
development, implementation and use of clinical, administrative and management
IT systems for MHS.
Diane Wallace has been named to lead
Connecticut
's IT Department and serve as CIO.
Wallace, who has been vice president of IT for CNA
Financial Corp. of
Chicago
and CIO of Aetna Inc. of
Hartford
,
Conn.
, succeeds Rock Regan, who resigned last year after seven years in the post.
Patrick Hughes, the Homeland Security Department's acting
undersecretary for information analysis and infrastructure protection, will
leave that job March 15. Hughes made the announcement during testimony last
month before members of the House Homeland Security Subcommittee on
Intelligence, Information Sharing and Terrorism Risk Assessment.
Allen Weinstein was sworn in last month as the ninth
archivist of the
United States
. He replaces John Carlin, who is retiring after spending nearly 10 years at the
helm of the National Archives and Records Administration.
Weinstein previously was senior adviser for democratic
institutions and director of the Center for Democratic Initiatives at the
International Foundation for Elections Systems in
Washington
.
