Los Angeles County recently launched a Web site that lets people locate sex offenders to within a short distance of their registered address at .Visitors to the site can search areas by ZIP code, nearest intersection, school, library or park. The site places blue squares near the homes of offenders convicted of a violent sex crime. Red circles indicate high-risk offenders who have been convicted of more than one violent crime and at least one sex crime.The site was developed by GIS/Trans Ltd. of Torrance, Calif., a subsidiary of bd Systems Inc.The Los Angeles County Megan's Law site was built on top of an existing Internet application that helped county residents locate facilities, said Wayne Bannister, director of business development for state and local government with bd Systems.Within the first week of its Sept. 6 launch, the site received more than 3 million inquiries.GIS/Tran officials used ArcIMS from ESRI of Redlands, Calif., to build the site. The site also used ESRI's ArcSDE to manage the spatial data and Microsoft SQL Server to handle the anticipated volume of visitors, Bannister said.. Last month Georgia CIO Larry Singer announced his resignation, effective Dec. 9. Singer also was executive director of the Georgia Technology Authority. He will return to Public Interest Breakthroughs, a nonprofit consulting company he founded.Singer helped negotiate plans for the Converged Communications Outsourcing Project, a program to upgrade the state's telecommunications services, especially in remote areas of the state.In his two-and-a-half-year tenure as CIO, Singer said he was most excited about working to improve the relationship between citizens and government through e-government initiatives such as the state's Web portal, electronic voting and online driver's license renewal.8Park it. The New York City Department of Finance awarded a seven-year, $156 million contract to American Management Systems Inc. to operate a parking violation system.Under the contract, AMS of Fairfax, Va., will manage and remotely host the Summons Tracking and Accounts Receivable System, known as STARS. In addition, AMS also will support the integration and maintenance of other New York City systems.AMS personnel in New York and Fairfax, Va., will perform software design, development and maintenance for STARS and other municipal systems.For STARS, AMS will ensure timely updating of all ticket information and will work with a bank to make daily payment updates. The company also will coordinate with the departments of motor vehicles in 50 states and the District of Columbia for vehicle owner identifications.
