Gov. Mike Huckabee announced Bradford's cabinet-level appointment Monday after the legislature created the position during its last session.

'Our goal is a seamless electronic government,' Huckabee said. 'Randall will help us get there. We must coordinate our efforts to make sure the money we spend on technology is being spent in a strategic manner, not to purchase systems that could be obsolete the day they're delivered.'

Bradford, who started work Monday, said he will 'focus on strategic planning and pulling together the various agencies. I'll try to ensure consistent policies and procedures at all levels of state government.'

The new CIO takes charge as the state's biggest project is coming under scrutiny. Legislative auditors found the Arkansas Administrative Statewide Information System cost at least $6 million more than the $39 million appropriated. The system, which provides accounting, payroll, budget and timekeeping functions for 148 state agencies, has had problems with missing and erroneous paychecks.

Bradford received a bachelor's degree in public administration from the University of Central Arkansas at Conway in 1987 and earned two master's degrees in operations management and information resource management.
