The state’s Department of Technology plans to include up to 30 vendors in the next phase of the prequalification program.

The California Department of Technology wants to expand the agile vendor pool created last July to find user-centric design and agile software development services for the state’s Health and Human Services Agency (CHHS).

In a pre-release of a request for information slated to be announced Feb. 3, the state said it will be expanding the number of pre-qualified vendors from 11 to as many as 30, and moving  ownership of the program from its CHHS to the Department of Technology so that other agencies can use the services.

CHHS established the agile development prequalified vendor pool to give state agencies access to vendors who demonstrated their ability to use CHHS application program interfaces to access data and meet user needs. The state said that using the pre-qualified vendor pool could speed the typical RFP process, which can take up to seven months.

The model was pioneered by the federal government's 18F, whose agile blanket purchase agreement set up a pool of vendors for rapid agile or DevOps work on projects with 18F and partner agencies.

Now the California Department of Technology is ready to make the services available to other agencies and departments, which was part of the state’s original expansion plans. 

Similar to the original prequalification process, vendors will be required to submit a functional prototype with their response.

The Department of Technology and CHHS will continue to partner with the Office of Systems Integration, the Department of General Services and 18F to renew the pool.
