California is the only state that has retained the U.S. ban, and the rule has been in place for more than ten years.

In addition, lawmakers are considering new legislation that would prevent self-checkout entirely unless stores meet certain staffing requirements and product restrictions. Supporters say the bill is meant to protect jobs and ensure efficient customer service. By contrast, retailers argue it could increase costs and inconvenience shoppers.

New Bill Could Restrict Self-Checkout Use

The new bill would limit self-checkout kiosks at local supermarkets unless specific requirements are met. These include minimum staffing levels and a cap on how many items can be scanned at self-checkout. To prevent stores from replacing human staff with machines, advocates in the State Senate believe these changes are necessary.

Many retailers worry the bill may have unintended consequences. Daniel Conway of the California Grocers Association told KCRA 3 that stricter regulations could raise operating expenses. In turn, that might ultimately increase grocery prices and make shopping more difficult for consumers.

Grocers Push for Alcohol Sales at Self-Checkout

Conway noted that one of the most common customer complaints is being unable to buy beer, wine, or spirits at these kiosks. Allowing alcohol purchases through self-checkout, he said, could help offset the higher staffing costs the bill might require.

Former Governor Jerry Brown signed the alcohol ban more than ten years ago. As with many other sectors since then, the retail environment has evolved.

Lawmakers Resist Changing the Rules

Despite pressure from retailers, some lawmakers strongly oppose removing the alcohol ban. State Senator Lola Smallwood-Cuevas said the restriction exists for a reason: allowing alcohol sales through self-checkout creates significant risks to communities, especially younger people. She added that reversing the policy would be dangerous for the state of California.

Retailers Experiment with Checkout Models

Major retailers like Walmart and Target are piloting different checkout approaches. Walmart has recently limited access to self-checkout in some stores. In certain locations, self-checkout is available only to Walmart+ members, and some stores close the kiosks at specific times. A Walmart spokesperson said the company is testing various methods to see which is most efficient, even though some customers believe the move is intended to reduce theft.

Target and Walmart Limit Self-Checkout Items

Target has also made changes, introducing express self-checkout lanes for shoppers with 10 items or fewer. The company began piloting this in 200 stores last fall and has since gradually expanded it to 2,000 stores across the U.S.

Similarly, Walmart has reportedly limited customers to 15 items or fewer at some self-checkout stations. These changes aim to make the process faster and more convenient for shoppers.

The Future Ahead for California

The current debate over the legislation will determine the future of self-checkout in California. Should the new bill pass, stores will face additional operational costs and restrictions.

Across California, many retailers are pushing back against restrictions that prevent customers from purchasing alcohol at self-checkout kiosks.
