European leaders are taking bold steps to ensure the technological future of the continent with unprecedented financial outlays. The European Investment Bank and the European Commission have launched a historic partnership that will revolutionize the landscape of artificial intelligence in Europe. This partnership will help create a huge computing platform that will train the most advanced artificial intelligence systems.

Gigafactory initiative revolutionizes the European landscape of AI

The EIB Group and the European Commission have signed a Memorandum of Understanding on accelerating the creation of AI Gigafactories. The construction of the AI Gigafactories aims to provide Europe with a new generation of computing infrastructure that will facilitate the training of complex AI models that require a large number of computing cycles. This will help build up to five large-scale AI Gigafactories that will offer data and computing hubs for the next generation of models.

Every gigafactory will use about 100,000 of the finest AI chips, which will be four times the current number of AI chip producers. The new plants will specifically deal with the frontiers of innovation in fields like healthcare, cleantech, and space exploration. Additionally, the new plants will join the existing 19 AI plants that are already being developed throughout Europe.

€20 billion investment commitment triggers growth

The European Commission started the InvestAI project by allocating €20 billion in February 2025 for the development of up to five AI gigafactories in the European Union. The EIB Group will also examine the feasibility of combining these grants with loans that will ensure the promotion of private investment for AI infrastructure. This strategy will help European startups, researchers, and businesses enhance their advanced AI technology.

Strategic partnership pairs consulting assistance with capital support

The European Investment Bank Group-European Commission agreement has defined specific areas where it will collaborate, among them the provision of advisory support through the InvestEU Advisory Hub. This will specifically aim at increasing the bankability of investment plans, so that innovative ideas are developed into bankable projects. This will ensure that the AI concepts developed theoretically are developed into applicable concepts.

Support for innovative AI start-ups, scale-ups, and infrastructure is a central part of the EIB Group’s flagship initiative, TechEU. The initiative targets the raising of €250 billion of investment by the year 2027. The initiative provides a one-stop shop service through the TechEU Portal, which also provides the Investment Readiness Checker for start-ups.

Key collaboration areas include:

  • Advisory support through InvestEU Advisory Hub
  • Loan supplementation for private investment
  • Infrastructure development for startups and researchers
  • Bankability improvement for investment proposals

Advanced computing infrastructure enables breakthrough applications

The AI gigafactories will host the training of highly complex AI models, which will require a large computing infrastructure for the needed advancements in the critical areas. The AI gigafactories will offer European scientists and businesses the computing infrastructure that will allow them to build high-performance AI models. The computing infrastructure will help Europe effectively participate in the race for AI, among other innovative technologies.

European technological sovereignty determines competitive positioning

Nadia Calviño, the President of the EIB Group, stressed the technological leadership of Europe by indicating that the support of the AI Gigafactory will help them “scale-up computing capacity and give the conditions for innovation to thrive.” This project is the European Group’s strategy for responding to the global challenges of AI innovation, including the United States and China. European Commission Executive Vice-President Henna Virkkunen indicated the idea of using unprecedented capital.

This visionary collaboration makes it possible for Europe to emerge as a model AI continent, thanks to well-targeted investment in large computing infrastructure. The historic commitment of the EIB Group and the European Commission together sets an unprecedented level of commitment for achieving technological sovereignty and competitiveness. With the help of joint public and private investment, Europe is laying the groundwork for sustained excellence in AI.
