Report finds EU nations expanding AI and analytics capabilities through new hubs and testbeds

The European Union member states are substantially bolstering their artificial intelligence and analysis capacity through a series of focused investment efforts involving new research and testing sites, a fact that has recently been revealed through a wide-reaching OECD publication. This particular program is a concerted attempt at enhancing European competitiveness within the international AI development community and promoting various innovations across multiple industries.

Digital innovation hubs get massive funding injection across Europe

The European Commission launched funding of 83 European Digital Innovation Hubs worth โ‚ฌ342 million through the Digital Europe Programme for the period of 2025-2027. These hubs will evolve into AI-oriented Experience Hubs that will serve thousands of small and medium enterprises to digitize themselves and also enable them to get immediate assistance concerning the deployment of AI and the implementation of the EU AI Act.

Over half a dozen member states of the EU have built massive AI research hubs that symbolize the nationโ€™s innovation strategies. Examples of such massive AI investment initiatives are the INSAIT research center of Bulgaria, the Pioneer Centre for Artificial Intelligence of Denmark, and Neurotech of Spain, which involve massive investments of between 47 million and 200 million euros.

โ€œEstablish regional and national excellence centres for AI research, e.g., through the use of national funding tools and RRF funds and set up a research and technology transfer system capable of attracting and retaining talent.”

The AI Testbeds and Pilots projects will enable the deployment of AI

Almost half of the member states of the EU mention initiatives for the promotion of TEFs and experimentation facilities, with a large emphasis within the prioritized sectors of the European Commission, such as the agrifood, healthcare, manufacturing, and smart cities sectors. France has developed one of the most prominent ecosystems to date, managing two large TEFs supported through funds of over โ‚ฌ100m, including the Recovery and Resilience Facility.

The German government created the KIPITZ AI platform for experimenting with large language models, and the Tampere City Lab of Finland integrates virtual and physical test beds for the development of smart cities. The Portuguese government developed the National Test Beds Network, meant to supplement the Digital Innovation Hubs, and the Spanish government used a networking scheme through the RETECH IA project with a budget of โ‚ฌ345.8 million for the first 13 flagship projects.

Research excellence centers bring excellence together through partnerships

The list shows that a total of 23 member states of the EU are implementing 65 initiatives that involve the funding of AI research and development and the setup and enhancement of AI research hubs. Three projects are happening in the state of Belgium, and these include the AI Fund that provides funding of โ‚ฌ3 million every year, the AI Research Program that funds foundational and industry-driven AI research, and the Research Foundation that invests โ‚ฌ20 million every year into AI foundational research and further invests โ‚ฌ73 million into AI innovation every year.

Sweden follows a two-pronged approach, hosting the continent-scaled Wallenberg AI Program worth โ‚ฌ560 million until the end of 2031, along with funneling the remaining โ‚ฌ173 million into over 800 AI projects since the year 2009 through the agency of Vinnova. The French government dedicated โ‚ฌ73 million over a period of six years starting the year 2023 to the Priority Research Program that aims at frugal AI, robust distributed systems, and sound mathematics.

The development of AI capabilities within the European Union Member States is a concerted effort in the face of international competition, yet it remains focused on the sustainable development of trustworthy, ethical, and people-centric AI. The Member States of the European Union are establishing a comprehensive environment through extensive investment within research institutes, testing infrastructures, and digital innovation hubs that position Europe within the competitive environment of the international AI world.
