On October 2-3, 2025, Russia’s President Vladimir Putin addressed Europe’s military support for Ukraine. At the forum in Sochi (Russia), Putin warned Europe that Russia will take “significant” action if Europe continues to assist Ukraine by way of military arms and funding. The President of Russia stressed that the country will not ignore Europe’s actions and will not show weakness.

Europe’s support for Ukraine could lead to Russian retaliation

Russia has accused European countries of escalating the conflict by supporting Ukraine, claiming that Russia did not initiate any hostilities. This view was not popular among many European nations. At the Sochi forum, President Vladimir Putin mocked the European leaders’ concerns of potential war in Russia.

The Russian leader has reiterated that the country would (to protect its national interests) respond without hesitation. Analysts note that Putin’s actions and statements deny that Russia has been an initiator of the war and give the impression that the Russian leader is confident that the country is actually a victim of aggression from the West and that any retaliation from Russia would be in response to Europe’s direct interference.

EU ambition and European military build-up

Russia has stated that Europe’s militarization cannot be ignored and that these actions would exacerbate regional tensions. In light of Russia’s unsanctioned actions, Europe’s readiness and capability to arm the countries’ military forces demonstrates the unified commitment of Europe, which strengthens defensive tactics across the region.

At the meeting in Sochi, Vladimir Putin noted that Moscow’s actions are only responses to provocation by Europe and that they are defensive and reactive. Thus, Russia’s president has insisted that any action taken by the country is solely aimed at resisting what Putin perceives as European aggression. As an example, Russia has dismissed the seizure of an oil tanker linked to its nation and has claimed that the actions taken by France are acts of piracy.

EU asset considerations and NATO activities: Russia’s response

The European Union (EU) has proposed to use €140 billion of Russia’s central bank assets (currently frozen) to fund Ukraine. Russia has labeled the proposal as an “act of war.” The use of these assets is being considered as a “reparations loan” to assist Ukraine in sustaining its economy, along with the development of its armed resistance. In response to this, Russia has stated that the loan to Ukraine would violate international norms and that it would have extreme consequences for the relations between European capital cities and Russia’s capital of Moscow.

Russia has now authorized the expedited sale of domestic businesses, which will potentially impact the operation of foreign-owned companies. Due to this, the Russian state will be able to seize, repurpose, or liquidate assets. The country would take these measures under the justification of national security and any connections with “unfriendly states.” Despite frozen assets, high tariffs, and sanctions on trade, Russia’s seizure of assets has generated substantial revenue for the country since the start of the Russia-Ukraine war on February 22, 2022. Russia’s administration can be seen as a signal that additional economic pressure from the West will be met with serious financial and corporate retaliation. President Vladimir Putin has been clear about his opinion that Russia is being provoked by European powers, and that the country’s actions are necessary to protect its sovereignty.

Russia’s actions and Vladimir Putin’s statements are a show of Russia’s determination to block any military support from Europe to Ukraine. Putin has indicated a willingness to retaliate, especially as he condemns EU asset plans and Europe’s support for Ukraine, openly criticizing NATO involvement. Asserting the country’s position in the international realm, Russia is clearly prepared to act quickly to defend its national interests.
