Money talks, and right now Saudi Arabia’s talking about borrowing a lot of it. The Kingdom just greenlit a massive financing plan that’s got economists scratching their heads and investors paying close attention. This isn’t your typical government borrowing—we’re talking about a strategic move that could reshape how the world’s largest oil exporter manages its finances. The numbers are staggering, the implications far-reaching, and the timing couldn’t be more critical for the region’s economic future.
Finance ministry announces framework for overall debt strategy
The Finance Minister of Saudi Arabia, Mohammed Al-Jadaan, has approved the borrowing plan of the Kingdom in 2026 after getting approval from the board of directors of the National Debt Management Center. The strategy has taken into account major events in Saudi Arabia’s debt in 2025. This strategy also considers steps to facilitate the development of the Saudi Arabian debt market. This is a clear indication of a major change in the strategy adopted by the Kingdom of Saudi Arabia in its borrowing strategy. It is not based on oil income.
The framework also provides guidelines for conducting the Local Saudi Sukuk Issuance Program. The program will be carried out fully in Saudi Riyal throughout 2026. This indicates that Saudi Arabia aims to develop local capital market instruments and cut reliance on foreign currencies. The strategy aims at ensuring debt sustainability and increasing access to the debt market with a broader base.
Enormous borrowing needs address two financial responsibilities
The estimated funding requirements of Saudi Arabia in 2026 amount to SR217 billion, which translates to $57.9 billion, according to government statements. The major source of funding is aimed at meeting two major financial requirements that the Kingdom requires in the next financial year. The funding plan indicates that the Kingdom is keen to maintain fiscal sustainability.
The planned funding aims at debt sustainability while ensuring there is a diversified source of funding through local and global markets. The plan will raise funds using tools such as bonds, sukuk papers, and loans. The government targets benefiting from market opportunities while ensuring that the mobilized private sector funds for funding remain below the risk threshold of the Medium-Term Debt Strategy.
“The Kingdom’s projected funding needs for 2026 are estimated at approximately SR217 billion,” according to the official plan, which breaks down into covering a budget deficit and handling debt maturities.
Non-traditional means through which financing options have increased
In addition to traditional forms of borrowing, the borrowing plan provides measures for expanding alternative sources of funding for the government in 2026 and the medium term. The measures include increased use of project financing and infrastructure funding, as well as the effective use of export credit agencies. The private sector is to contribute a maximum of 50 percent to the funding mix.
As the National Debt Management Center pointed out, these alternative approaches will be implemented through “carefully studied and sound risk management frameworks.” This approach aims to increase flexibility while minimizing concentration risk and achieving the Kingdom’s overall fiscal and economic objectives. This diversified strategy also encompasses Saudi Arabia’s commitment to developing an advanced financial system to support the Kingdom’s ambitions to transform itself by 2030 through Vision 2030.
“The private market will contribute up to 50 percent to the mix, and this includes project infrastructure financing and export credit facilities,” according to a statement from the National Debt Management Center.
The aggressive borrowing plan adopted by Saudi Arabia represents more than what Saudi Arabia requires for its current financial needs; it represents a plan to change its financial policies and improve its overall financial structure. Saudi Arabia is well-equipped to face challenges and create a totally new framework for a healthy economy.
