TotalEnergies reaches historic milestone for France
The initial consortium partner for this project, RWE, had an unexpected exit, but the initiative remains strong. The project represents a billion-dollar undertaking and a strategic milestone for France on its path toward cleaner and more diversified energy.
Centre Manche 2 is a wind farm described as TotalEnergies’ largest industrial investment, specifically in France, over the past three decades. The project, budgeted at approximately €4.5 billion, is not limited to generating electricity; it represents an important symbol of the company’s transformation toward renewable energy, which has traditionally been linked to oil and gas.
The project’s relevance became even greater when considering that France, although a leader in nuclear energy, still lags in other renewable energy projects, especially offshore wind, compared to neighbors like the United Kingdom and Germany. This scenario is now gaining new momentum with the project’s advancement in the Normandy region, which is highly strategic both for its energy potential and its industrial heritage.

What are the economic and social impacts of the project?
It is estimated that up to 2,500 direct and indirect jobs will be created by this project, especially during the construction phase, with a focus on inclusion and reintegration programs into the labor market. The intention is to allocate 500,000 hours to apprenticeships and training, thus fostering the development of a new generation of professionals linked to the sector.
Another point that is included as one of the project’s objectives is regional integration. The project includes a €10 million territorial fund, which will be allocated to educational, cultural, and training initiatives. Furthermore, a crowdfunding model will be created, which will allow residents to invest directly in the park, thus making the energy transition process a more collaborative movement for the local community.
Environmental challenges and commitments within the project
Despite the initial enthusiasm for the project, there are still some challenges to be overcome. With RWE’s withdrawal from the consortium, some questions were raised about partnerships and execution. Despite this, TotalEnergies confirmed that it will continue to assume all commitments and also does not rule out the possibility of seeking new partners along the way.
Regarding the environmental aspect, some important commitments were established. Among them, €45 million would be mandatorily allocated to mitigation measures, €15 million to a biodiversity fund, and a specific target to recycle or reuse more than 95% of the components used in the park’s construction.
