The U.S. financial sector is increasingly exploring artificial intelligence (AI) to improve efficiency and customer experience. Responsible adoption is essential to maximize benefits while minimizing risks. The Department of the Treasury is taking proactive steps to provide guidance to the industry. As part of this effort, the Department of the Treasury has released guidance to aid the financial sector in developing strategies for safe and secure adoption of AI into their operations in alignment with President Donald J. Trump’s AI Action Plan.

Important AI resources for the financial industry

There are two primary AI-related resources outlined in the guidance:

  1. The Artificial Intelligence (AI) Lexicon, which outlines standardized definitions for key AI-related terms.
  2. The Financial Services AI Risk Management Framework (FS AI RMF), which will provide financial institutions with tools and reference materials to evaluate the potential risks associated with each AI application and to promote accountability and transparency in the implementation of AI-based systems.

The Treasury Department developed the resources to assist all types of financial institutions (small and large) to leverage the potential of AI technology and enhance the cybersecurity posture of financial institutions while implementing AI-based systems securely.

The resources were developed jointly by the Treasury Department with the assistance of industry leaders, federal and state regulators, and other stakeholders as part of the Artificial Intelligence Executive Oversight Group (AIEOG) to promote collaborative public-private approaches to supporting the development of responsible AI in the financial services industry.

Risk management and responsible AI development

As a result of the increasing reliance of financial organizations on AI for decisions, customer interactions, and operations, there are inconsistencies in terminology and different levels of risk management practices, creating barriers to effective governance and oversight.

The AI Lexicon aims to eliminate such barriers by establishing standard terminology for AI-related concepts, capabilities, and risk categories to facilitate clear communication among all functions responsible for the regulation, technology, law, and operation of financial institutions.

Responsible AI development is necessary not only to enhance the efficiency of operationally-related tasks but also to strengthen the confidence and stability of markets as well. The resources available within the guidance materials will help institutions identify potential AI-related risks at an early stage, develop controls to mitigate identified risks, and provide transparency into the AI-based processes being utilized.

Small- and medium-sized commercial banks, credit unions, and fintech firms can utilize the tools and resources available through the guidance to achieve continued innovation while remaining in compliance with regulatory standards.

Benefits, risks, and future initiatives

While the adoption of AI in financial services is anticipated to transform the industry, potentially resulting in faster decision-making, decreased manual workload, and improved customer experience, it also presents risks such as biased models, cybersecurity threats, and data governance issues. The Treasury Department’s guidance is intended to mitigate these risks and to ensure the stability of the United States’ financial system.

Some of the key benefits of adopting AI include greater insights into data, faster service delivery, and increased security. The Financial Services AI Risk Management Framework (FS AI RMF) and AI Lexicon represent one aspect of a comprehensive series of deliverables developed by the Artificial Intelligence Executive Oversight Group (AIEOG) to address high-priority areas such as identity, fraud, explainability (clarity in AI decision-making), and data practices to support the responsible and secure implementation of AI in the financial services industry.

The Treasury Department has also announced its intention to issue further resources to support AI adoption in the financial services industry, including guidance on AI explainability, data practices, and fraud prevention. These measures will enable financial institutions to adopt AI with greater confidence while enhancing the safety and resilience of the financial system. They also demonstrate that the Treasury’s guidance provides a strong and practical foundation for responsible AI adoption across the financial sector.
