Revolutionary changes to consumer price measurement have been announced by the Office for National Statistics of the UK, where the grocery scanner data will be introduced and the decades-old mechanisms will be updated by March 2026. The proposed changes are the adoption of the COICOP 2018 classification standards and the promotion of the use of administrative data in various sectors.

Revolutionary grocery scanner data transforms inflation measurement

According to the Consumer Prices Development Plan, the ONS plans to put grocery scanner data in its consumer price inflation bulletin in February 2026, which would cover 50% of the market share. Introducing the remaining 50 percent of the grocery market will involve utilizing manual price collection in-store; this process will involve online stores and physical collections. This forms a paradigm shift in the conventional approach to data collection, which has prevailed in the inflation measurement over the decades.

The change also involves the application of new multilateral pricing practices that were developed in cooperation with the international partners and the Economic Statistics Centre of Excellence, the GEKS-Tornqvist one. ONS has cooperated with its panel of experts and met the United Nations task forces, breaking associations that have never been witnessed before in terms of statistical methodology development.
