Data-driven talent management
The Army is accepting proposals for a data-science-driven approach to talent management.
To make it easier to identify and develop the emerging technology leaders who can act a liaison between its operational and technical communities, the Army wants data science or machine learning solutions that will drastically change how it recruits, develops and distributes talent across the force.
Funded by the Small Business Innovation Research program, the Army is calling on entrepreneurs for strategies to help it target specific workforce sectors of elite talent, according to a broad agency announcement. More specifically, it seeks software or data analytics tools that would make unbiased estimations of an individual’s abilities based on basic information such as resume and a job’s required skills. Once those emerging tech leaders have been identified, the solution should be able to identify aptitude deficiencies and recommend jobs or opportunities that would help individuals improve those skills. Finally, the Army wants predictive analytics for optimizing the distribution of civilian, military and contractor talent across the force.
The three-phase program would ultimately reduce the manual staffing workload through integrated machine learning, neural network algorithms or other data analytic techniques. Funded solutions would be applicable to the high-tech business sector, the Army said.
The final BAA was issued Dec. 8, and proposals are due Jan 12. Read about the program here.
