The GENIUS Act is the U.S. government’s newly developed legislation that outlines the expectations of U.S. regulators regarding the stablecoin industry. In addition, the GENIUS Act establishes clear regulatory guidelines for stablecoin issuers relating to reserve management, governance, and risk control. In announcing the launch of USAT, a new dollar-backed stablecoin created exclusively for use in the U.S. financial market, Tether stated that it would support the new federal stablecoin regulatory framework developed by the GENIUS Act.

Structure and issuance of USAT in the US market

Tether has introduced a new dollar-backed stablecoin called USAT, which will be supported by U.S. dollar-denominated assets. USAT is the first stablecoin to be approved by the Federal Reserve and the first to be approved for circulation in the United States. It will be distributed exclusively by one entity in the United States – Anchorage Digital Bank, N.A., which is the first bank in the United States to be licensed to issue stablecoins.

Anchorage Digital Bank is responsible for the issuance of USAT as required by the GENIUS Act. It is expected to implement an official issuance program to comply with the requirements of all federal regulatory agencies.

The introduction of the USAT stablecoin is a major step forward in the development of the U.S. dollar into the digital age. It is also a major milestone for both Tether and the U.S. dollar. It is being launched to provide institutional investors, regulated exchanges, and financial platforms conducting business in the United States with a compliant digital version of the U.S. dollar that will function dependably and consistently with all applicable federal regulations.

Regulatory framework and market positioning

A major driver of the release of USAT is the new federal stablecoin regulatory framework developed by the GENIUS Act. This framework reflects the growing federal focus on digital asset oversight.

It establishes clear regulatory guidelines for stablecoin issuers relating to reserve management, governance, and risk control. By developing USAT to operate in a manner consistent with the regulatory guidelines, Tether is establishing a stablecoin that can be relied upon by regulated financial institutions and participants in the U.S. financial markets and provides an alternative to other compliant stablecoins, such as Circle’s USDC.

Tether’s leadership has described USAT as a critical foundation for the next generation of American digital commerce and finance. According to Paolo Ardoino, CEO of Tether:

“USAT offers institutions another option – a dollar-backed token built in America.”

Ardoino expressed Tether’s commitment to operate USAT in a transparent, stable, and compliant manner with respect to applicable regulations.

Broader implications for stablecoins and digital finance

Bo Hines, CEO of Tether USAT and former Executive Director of the White House Crypto Council, concurred with Ardoino. He stated that USAT is engineered to satisfy the expectations of federal regulators for stability and governance, and to enable the United States to maintain its position of leadership in the development of innovations related to the dollar.

Although there is enthusiasm surrounding USAT, Tether continues to operate its globally-recognized stablecoin, USDT. As the world’s most widely-used digital dollar, USDT will continue to serve markets outside of the U.S. As Tether works to align aspects of its broader stablecoin ecosystem to changing regulatory environments.

The launch of USAT occurs during a time when there is a growing interest in digital assets and digital payment infrastructure. By providing a clearly-regulated stablecoin that meets the regulatory expectations of the traditional financial system, USAT is positioned to fill the void between the innovation of digital stablecoins and the regulatory expectations of the traditional financial system. This creates a new era in the way digital dollars are used within the U.S. financial system.
