An engagement between the United States and Hungary took place over a seven-day period. Throughout this time, United States and Hungarian government officials engaged in a discussion about various concerns facing both countries and shared transatlantic concerns. Both countries identified the need for continued cooperation as well as a requirement to be closely coordinated on common priorities.

Strategic context and bilateral consultations framework

The engagement occurred in a new era of international order across the European region and the globe. In this era of a changing global environment, governments are re-evaluating whether or not it is beneficial to form strategic partnerships as well as whether or not it is essential to coordinate policy responses to changes occurring in the global environment.

In an effort to recognize the long-term importance of Central Europe in the United States’ foreign policy, both countries agreed to continue their participation in regional discussions regarding both political and economic matters related to Central Europe.

During the joint press conference held by Secretary of State Marco Rubio and Hungarian Prime Minister Viktor Orbán, both leaders identified the specific policy initiatives they intended to implement cooperatively. Secretary Rubio noted that “the United States and Hungary have determined to strengthen their cooperation in a number of areas of mutual interest in the bilateral area.” Prime Minister Orbán referred to the relationship between Hungary and the U.S. as “an important part of Hungary’s strategy” and stated that he planned to cooperate with the U.S. in many areas.

The discussions highlighted three main areas of bilateral cooperation

Energy cooperation

  • The U.S. and Hungary signed the Civil Nuclear Cooperation Agreement (CNCA).
  • The CNCA will help enhance cooperation and support Hungary’s long-term energy strategy as it works to be less reliant on other countries for its energy.
  • Hungarian government officials have indicated their desire to improve the nation’s energy security. They feel that collaborating with the United States could enable them to develop new technologies and attract new investment into the civilian nuclear sector.

Security and regional stability

  • During the meeting, both leaders discussed issues of security and regional stability.
  • The two leaders reviewed the current state of global politics and acknowledged the role of diplomacy in reducing tensions and preventing conflicts.
  • Senator Rubio thanked Hungary for engaging in diplomatic dialogue and supporting peace initiatives.
  • Prime Minister Orbán stated that Hungary would like to continue participating in diplomatic dialogue and contribute to regional stability by facilitating international partner discussions through forums such as this.

Economic relations and trade

  • Both nations wish to expand trade and commerce and to foster and promote private sector investment.
  • U.S. officials stated that creating open and transparent regulatory environments based on free markets is necessary to enable cross-border investment opportunities.
  • Hungary believes that U.S. companies can invest in its infrastructure, energy, and technology sectors. The country has actively sought to attract foreign investment and promote innovative economic development.

Foreign policy overview and future relationship

The leaders also discussed broader foreign policy considerations. They addressed the challenges of reconciling their individual national interests with their respective alliance obligations.

Senator Rubio stated that countries must work to establish a balance between their geographic and historic realities. They must also maintain positive relationships with their allies and partners. Prime Minister Orbán reiterated Hungary’s intentions to engage in dialogue with a broad range of international actors. He emphasized pursuing Hungary’s own national strategic interests.

At the conclusion of the engagement, both governments expressed that they looked forward to continuing the dialogue. They also intended to implement the initiatives that were discussed. U.S. and Hungarian officials expressed optimism that increased cooperation would benefit bilateral relations, regional stability, and economic development. The leaders emphasized the importance of sustained collaboration. They highlighted their shared commitment to addressing regional challenges together.
