The three most important technologies that will play the most important role for agencies in the coming year are neither technology nor applications. The three most important challenges facing CIOs in the coming year are management, management and management. A change in the executive branch leadership for the first time in eight years, combined with the usual budget restraints, means CIOs must be able to direct limited resources through federal employees, project managers and contractors to support any new priorities. In 2009, agency CIOs will be counted on more to manage technologies, rather than develop them.
